West Hills, Owatonna
The former Minnesota State Public School for Dependent and Neglected Children in Owatonna, now known as West Hills, is believed to be haunted due to its heartbreaking history. For nearly 60 years, the campus served as an orphanage where some children experienced neglect, cruelty, and emotional and physical abuse. The site, which now houses the Owatonna Arts Center and a museum, is said to be home to the spirits of the many children who suffered and died there. Disembodied children's laughter is often heard throughout the buildings. Ghostly figures of children and shadowy apparitions have been spotted. Toys have reportedly been seen moving on their own. Patches of unexplained cold air are often experienced. The now-closed tunnels connecting the buildings are a source of hauntings, with reports of shadowy figures seen in the basements. There have been strange occurrences like floors warping and unexplained phone calls made to the police from inside the buildings. The tragic history of West Hills. From 1886 to 1945, the state-run orphanage was home to almost 11,000 children.
