Jordan, a keeper at the Penfield Reef Lighthouse, drowned in 1916 when his boat capsized in choppy waters near the lighthouse. His replacement, Rudolph Iten, reportedly saw a hazy figure come out of the former keeper's room just two weeks later. Witnesses have described seeing a floating figure dressed in white or a shadowy, swaying figure in the lantern room. Some accounts claim that a mysterious figure in a rowboat appeared during rough weather, guiding boats to safety.
